What is Sovereign Cloud?

Sovereign Cloud is an extensive set of solutions, frameworks and architecture that’s designed to give you more control over where your data is stored – also known as data residency – and who has access to it. Microsoft has been widely committed to this for many years, actively building local Azure infrastructure in Europe.

But sovereignty isn't about isolation. It's about avoiding single points of failure while retaining clear accountability: who decides, who operates, and who is responsible when things go wrong. In times of geopolitical turbulence, you want your data to remain in the right hands, without sacrificing the scalability and innovation that public cloud offers.

Sovereign solutions are particularly valuable for organizations that handle sensitive data – like public authorities, hospitals, or financial institutions – where digital safety and regulatory compliance are non-negotiable. Regulations such as the EU Data Act and the Digital Operational Resilience Act (DORA) impose stricter requirements on data processing, transparency, and control. Luckily, cloud providers such as Microsoft are well-prepared for this. You can simply build on their foundation, focusing on your own risk analysis and business needs.

2. Don't build a fort, go for flexibility

Sovereignty is not about building an airtight bunker where you can store all your data. It's about agility and control, not complete isolation. You build an infrastructure that can withstand change, so you can respond resiliently to unexpected situations.

3. Don't just go all-in, focus on critical workloads

Sovereignty is a spectrum, not a switch. It's a gradual process in which you make choices based on your risk, sensitivity, and context. Apply sovereign controls to the workloads that are genuinely sensitive and subject to regulatory compliance. Start with data classification: what is public, what is more sensitive, what is critical? Build your sovereign architecture and roadmap around those specific workloads.

With the right balance, you can avoid over-engineering and cost-waste. You want to invest where it counts, while maintaining speed and scalability. In short: sovereignty is not an all-or-nothing story. It's all about making targeted decisions, tailored to your organization’s needs.
